So based on what I think this guy is trying to say, it would appear that if two forces, [or rather should i say (charges?) since he mentions electrons and positrons], "exchange" photons, these same photons can appear as a distruption of various fields (such as electromagnetic field for example) depending on the situation? If I understood what he said somewhat correctly, this would mean that in order for the "virtual particle" (which he insists on calling a disturbance) to exist, there needs to be some form of energy/charge/force, or whatever it's supposed to be called, in order to distribute the particles that can change their properties (and thus, corresponding field) randomly without a definitive explaination as to why... So my answer to your question would be no, the virtual particles do not occur by themselves without a reason. To be honest, I was hoping the author would have gone into more detail on the subject.
