That's a huge Linux etiquette fail because 1: it fills the current directory with files and 2: tar just overwrites existing files without asking. Instead of getting a nice SteamCMD folder, steamcmd_linux.tar.gz just asploded in my home directory. I fail at reading top. I was reading VIRT, which is how much the process is allowed to access rather than RES which is how much the process is actually using. RES is the number I wanted.
