From what I have read, it has been standard practice in Windows development to check for Windows 95 or Windows 98 by running a string search on the version info looking for "Windows 9*." Such software would see a "Windows 9" as "Windows 9x" and either refuse to run because "WHY ARE YOU RUNNING WINDOWS 9X IN 2015?!" or it will run legacy code that will not run on what is now Windows 10.
