(Though I do believe there is some plausibility to that particular theory. I mean, there's no way everyone in 64 wearing the same exact boots, regardless of rank or military affiliation is a coincidence. When the art style was updated for Farewell Beloved Falco, we see that Kat and Company have them, too.) But that frame also shows Fox's tail as being one giant mass of bone, so...
