Supposing the buildings in Star Fox 64 are housing normal sized people, then the people must be absolutely TINY! Think about it; you can see the heads of the Star Fox members in their respective ships at the start of the first mission. Their heads are even bigger than the windows to the buildings later seen in the Cornarian city. In fact, assuming the enemy ships are being piloted by monkeys, they must all be a special breed of midget chimps too! Considering how small some of them are.
