Let's look at the facts, shall we? 1) Panther is part of WOLF's team. He's not a main antagonist. 2) If actually read the intro to Command, you see the bountys on Star Wolf's heads. Wolf > Panther > Leon. While he's hiring than Leon and only being on the team for a couple years, he's still UNDER Wolf, and Wolf isn't that type of villian. He's a rival for Fox. I will lose faith in Nintendo the day that Star Wolf is the main antagonist in a game. 3) He doesn't have enough of a fan base for the developers to consider giving him any special attention.
