I'm inclined to believe she is, but thinking about it Krystal never actually used her Staff in any physical way. Fox knew martial arts, (Apparently) and that's why he used it in such a way. You know how at the beginning of SF64, when you fly through Corneria and its capital city, you see pictures of General Pepper all over the capital city..why is that? Is General Pepper some kind of Communist or Fascist Dictator? and what's the deal with that Thorntail Storekeeper, what kind of Dinosaur is he, he looks like a Redeye, but he talks, his skin is green instead of brown, and he...floats/hovers? I mean, seriously: the biggest part of Corneria's spacefaring inventory by leaps and bounds seems to be the military, and in times of war probably acts more like a provisional leader than anything else.Think about how Big Boss was the huge, HUGE figurehead/public figure he was in the MGS series, even going so far as to be included as Solidus in Les Infantes Terrible just to have a guy with the same face as the man.
