If you are a fan of free-roaming with super powers, then this game is for you!  Basically you're a guy named Cole that was caught in an explosion that caused a huge crater in the middle of a city, and resulting from that he gains electrical powers.  He not only was the only one that aquired powers, a slew of other gangs, named the Reapers, Sand People, and the Brotherhood, got powers as well; as teleporting, using devestating moves like a beam shooting from the sky that rains down on top of you, and creating a Scrap Goelem.

The freeroam was VERY FUN!  Besides starting off with no special abilities than firing bolts from your hands, the game got more exciting as you acquired more stuff and the gangs got more tougher.  The interesting part of the game was that you got XP for taking down gang members, headshots, and finishing them off.  If there's injured pedestrians on the ground, you could either heal them, called Pulse Heal, absorb energy from them to regain lost power nodes, called Bio Leech, or keep them restrained so that you can kill them with ease, called Arc Restraint.  Power nodes being the orbs on the top-left of your screen that depletes if you use certain abilities, such as Shock Grenades; you throw balls of lightning that scatter on impact, if upgraded, and explodes, capturing gang members and cars in their blast radius'.

Some other abilities that you acquire are the Precision Shot, which everything slows down and your shots become more accurate but comes at a price of 3 Power Nodes; the Thunder Drop, you leap from a building with lightning flowing from your palms and slam into the ground, causing a electrical shockwave to spread off around you, and the wave is more larger if upgraded; Ark Lightning, basically says itself.  You electricity flows at a steady stream as lightning chains onto nearby gang members.  My personal favorite is the one where you summon lightning from the clouds and strike down, advancing forward while controlling it's direction with the six-axis controller. 

Every so often, throughout the game, there's karma moments where you help people.  Bad karma, which is not helping the pedestrian in conflict, and Good karma, which is helping the pedestrian.  The karma you chose affects the way your lightning will look and how Cole will look afterwards.  Full Good karma makes Cole's lightning look like a flourescent blue and his appearance is not affected whatsoever; Bad karma, however, makes Cole's lightning look like a vibrant red and his appearance is DRASTICALLY changed:  Black veins flowing around his skin, and on his clothes, and his skin color, along with his clothes, are changed to black and white.  You can unlock certain abilities by which karma level you have reached while the others are locked until you have reached their karma level as well.

So, my rating for the game, given it's great story, decent voice acting, and exciting entertainment, I'd have to give it a 9.75 out of 10
