The first question isn't really possible to answer fully. It's more a matter of point of view and personal beliefs than cold, hard facts. I'll go for "no" in both cases however. They are not similar.

2. Question.

There does excists several smaller Jedi orders scattered around the galaxy. Just their names are for the most part so diffifult that I can't remember them from the top of my head.

There used to be a "Sith order", but due to them fighting among each other just as often as working together, the "rule of two" came in action under Darth Bane. From then, they were an order in the name only, with only two "official" members, and sometimes a few lesser apprentices they hid from each other.
