I believe the first weapon designed apart from the standard infantry rifle variant is the M21, which is nothing more than a match grade M14. (Match grade meaning higher quality parts, such as a heavier barrel, perhaps a bit longer too), and putting a scope on it. This happened in 1969.

And the Marines used a variant of the Remington 700, and called it the M40, for Sniping purposes, in 1966. But the M40 is nothing more than a hunting rifle, it wasn't designed for military sniping, it just could be applied in this way.

These are the incidents I know about, and I know snipers as a different weapon system from just being scoped infantry rifles didn't happen until after WWII, and like I said, I believe the earliest was in the 60s.
