Prince Elite
Andross' voice in Star Fox Adventures had an accent. Query, what nationality is this accent? Expect Awesomeness. Star Fox Elite.
DZComposer
Query? >SELECT accent FROM characters WHERE char_name = "Andross" AND game = "sfad"; Geek humor aside, sounds Scottish to me, but I live in Texas. Maybe one of our resident Brits can confirm this (SFAd was developed in the UK, and most of the characters have some form of British accent). Vy'drach
Sounds maybe a bit Hawaiian or perhaps some form of Jamaican. Getting some form of tropic accent myself.

DZComposer
Definitely not tropical. It's to harsh. Tropical people have a much more "laid-back" sounding acccent. I'm sticking with Scottish. It is most definitely run through an effects processor as well, some distortion mixed with some kind of harmonizer or chorus effect.
