In that case, I would rescue either: A. General Pepper B. Andross C. General Scales D. Andrew E. Mothereffing Tricky. Why? Because these people all have mass armies that are probably quite loyal and could make quick work of the prison. And the "bad guys" would save everyone anyway because anyone who would stick Fox and Andross in a prison together is obviously the ULTIMATE ENEMY that everyone must use the power of friendship to defeat.
