LOL JK to be serious, there's not really that much of a similarity between the two. If it's only the sunglasses, then I can say he looks like anybody else with similar glasses on. Part of reason I wonder is in 1992-3 when SF SNES came out Qadaffi was big in the news as he was in 2011. Is it true or just rumor, that he sexually abused his female bodyguards? There are other Beatles references in SF SNES lore, especially in the Itoh comic (which even directly makes the referece). It wouldn't be the last time it happened. Bill Grey is named after General William Grey in the movie "Independence Day," which the Katina level itself is a reference to. Even the credits music from the film and SF64 start out similarly. I just thought sunglasses, and image looked a bit like Qadaffi, who was a rogue terrorist at the time. Heard about the bill Grey inspiration too. Lived in SoCal for some time, and never have I heard of a surfer yeehawing. Granted I haven't really looked into it as I find surfer talk generally irritating.
